Archbishop Luis Augusto Castro Quiroga, the president of the episcopal conference, was hopeful that the talks would “integrate [the ELN] into society” and “end this war that makes no sense.”
At the invitation of the ELN, and with permission of the nation’s president, a Church delegation will be present during the negotiations.
