When bishops disagree

OK; now it's explicit. We have 2 American bishops saying radically different things about participation in the Iraq war.
One bishop says a good Christian can participate in the war with a clear conscience. The other says it's a mortal sin. That is NOT a minor theoretical disagreement.
Anyone who is seriously interested in upholding the teaching authority of bishops-- that is to say, the teaching authority of the Catholic Church-- should be looking for a quick response from the Holy See to settle this disagreement.
