From the cited article: "One reporter, noting appeals for the whole Church to have an 'Amazonian face.'" I'm no expert, but this sounds like ideological colonization to me. "Bishop Vizcarra added that the experience of the early Church was reflected in the experience of being Church in the Amazon." One hears a lot in the academy about "the early Church." Seems like ideological colonization to suggest that the Church of one age is better than the Church of another. Did the gates of hell prevail?
