The seeds of destruction of the U.S. immigration system were planted in the decade beginning with the close of Vatican II. During that decade I served migrant families who would work in the U.S. for 6 months, then return to Mexico for six months. Then come back to work for 6 months, and return to Mexico for 6. Family housing was provided by the employer. They were cheerful families, and they were here legally. Their last rotation when the guest-worker program ended was a sad time for everyone.
