Every presidential-election year, the Manchester Union Leader stirs things up. They're at it already for the 2004 campaign.
In a Sunday editorial based on a conversation with the Republican National Committee chairman, the Union Leader makes the argument-- based on very words of the GOP boss-- that the Bush administration no longer qualifies as conservative-- that this is not the party of Ronald Reagan.
