CWN Editor's Note: Pope Francis transferred Cardinal Louis-Marie Ling Mangkhanekhoun from the apostolic vicariate of Pakse (the 2nd-largest city in Laos) to the apostolic vicariate of Vientiane (the nation’s capital and largest city). An apostolic vicariate is a jurisdiction in missionary territory where a diocese has not yet been established.
