President Bush has declined to support a constitutional amendment protecting marriage, explaining, "I don't know if it's necessary yet." (The Washington Post has the details of the story.)

Not necessary yet?!

And suppose tomorrow the Supreme Judicial Court of Massachusetts rules that the state must recognize the "marriage" of same-sex couples. (It could happen; that court's decision is due any day now on a crucial test case.) Then will it be time for action on the federal level? How long should we wait?
