In Bogota, a city councillor proposes to make it mandatory for every adult to carry a condom at all times.

By carrying a condom, the civic-minded Colombian would acknowledge that sexual intercourse is something that could happen to anyone, anywhere, at any time; so it's only prudent to be prepared.

Never been there myself, but Bogota must be an interesting city.
