"Is President Bush to blame for hurricane Katrina?"

That's the question we've been asked in an internet poll. Unless the CIA has discovered a way to manufacture tropical storms, it's a foolish question.

We can debate back and forth about how well the government-- at various levels-- responded to the storm. But let's get something straight:

The only man you can plausibly blame for a natural disaster is Adam.
