No civilized community needs a police force. Look at it this way: all the convicted criminals are already in prison, right? And any man not proven guilty is innocent, right? And to mount a hostile investigation against an innocent man is to damage the good name to which he rightly has a right, right? Well, Q.E.D., baby.
So let's go easy on our bishops. Sure, there have been a few regrettable instances of perjury, obstruction of justice, deviant sexual assault, etc. But they've all resigned. Ergo, the remainder must be good guys. They say so themselves.
