Philippines: cardinal opposes bid to allow parliament to amend constitution

Cardinal Gaudencio Rosales of Manila has voiced his opposition to a proposal that would allow sitting legislators to rewrite the constitution of the Philippines, and could clear the way for President Gloria Macapagal Arroyo to retain office without facing a popular vote in 2010. The cardinal opposed a plan to form the existing parliament as a "constituent assembly" which could then modify the constitution, saying that the people should have their say in the matter. President Arroyo's office indicated that she had no plans to remain in office after her current mandate expires in 2010.
