Gianluigi Torzi was given control of millions of dollars in Vatican funds despite multiple criminal investigations. The Financial Times notes that Cardinal Pietro Parolin, the Secretary of State; and Archbishop Edgar Peña Parra, the sostituto, authorized Torzi’s involvement.
