This judgement from the UK government is so destitute of truth, perspective, and reason that I can only guess it was penned by newly-minted PhD in his/her twenties, just hired by the H.O. and fresh from the intellectual conformity of Oxford or Cambridge. where students are insulated from any challenge to the latest left-wing attitudes.
