Assailant of Father Hamel was under police surveillance

One of the Islamic zealots who killed Father Jacques Hamel was under police surveillance, and had been wearing an electronic bracelet to monitor his movements.
Adel Kermiche, who was killed by police after the attack on the church in Saint-Etienne-du-Rouvray, was being monitored because he had twice sought to travel to Syria, using false names. However, his electronic bracelet was turned off for a few hours each day, under the conditions of his release from prison. The bloodshed in took place Saint-Etienne-du-Rouvray during that time.

please! Can someone explain if someone is under electronic surveillance it is turned off some time each day?? Why bother? How brilliant! Talk about "Keystone Cops"! The French will never learn

What conditions of his release and what rationale would mandage turning off the electronic bracelet for a few hours so that you frustrate the whole point of the monitoring???? Who approved this condition? Don't they get it yet in France???
