Uruguay's parliament moves toward legal abortion

The lower house of Uruguay's parliament voted on November 5 to allow legal abortion, despite polls showing public opposition to the move and the promise by President Tabare Vazquez that he will veto the bill if it reaches his desk. The measure was approved by the slimmest of margins, 49 to 48 votes, after a highly emotional debate.
