The text on the two swords seems stronger than it is. It was explained by Boniface VIII himself (DS 870): "For 40 years now we have been a legal expert, and we know that there are two powers ordained by God. . . . We say that in nothing have we wanted to usurp the jurisdiction of the king. . . ."
