Israel moves forward with construction of homes for Jewish settlers in East Jerusalem

The Israeli government has given approval to begin the construction of 900 homes for Jewish settlers in East Jerusalem, launching a project that has caused tensions between Israelis and Palestinians, and damaged ties between the Netanyahu government and the United States.
A plan to build a total of 1,600 homes in the Ramat Shlomo neighborhood, already heavily occupied by Jewish settlers, caused a sharp exchange between Israeli and American diplomats in 2010. Informed that the project was moving forward after a series of delays, a spokesman for the US State department said that it was “worrying.”
“Building in East Jerusalem is contrary to and harms the commitment to a two-state solution,” the American spokesman said.

It's strange that other countries condemn Israel for building homes in their own capital city. And how can citizens of a country, building within their own country, be called "settlers"? Are American citizens living in D.C. considered "settlers"? Furthermore, I believe the burden of proof is now on *proponents* of the 2-state "solution" to show that it can work, considering the P.A. refuses to recognize Israel right to exist, still vows to destroy Israel, and has never accepted peace proposals.
