Failure to agree on 'rule of law' undermines world security, Vatican delegate tells UN

In an October 13 address to a UN session on the rule of law, the Vatican's representative said that international agreements are hampered by the absence of a clear understanding of natural law as the foundation for legal accords.

"While commitment to the rule of law would appear to be universal, there nonetheless remains persistent disagreement about the definition of 'the rule of law,' argued Archbishop Bernardito Auza.

The archbishop observed that member-states have agreed on the moral obligation to provide security for their citizens, but some states clearly fail to carry out that obligation. He pointed specifically to the threats against "religious and ethnic minorities in the Middle East."

Archbishop Auza also made the point that the "alarming, escalating phenomenon of international terrorism" poses new questions about how governments and international organizations should cooperate to secure the peace.
