Amid abuse-policy complaints, Minnesota archdiocese puts capital campaign on hold

Stung by criticism over the handling of sex-abuse complaints, the Archdiocese of St. Paul/Minneapolis has postponed the start of a major capital campaign.
A diocesan spokesman said that plans for the campaign had been “put on pause with the intention of revisiting it again in January.” In recent weeks the archdiocese has been hit with criticism over its handling of sex-abuse complaints.

Does that mean that the capital campaign has a higher priority than the sex-abuse policy? Where is evidence of a priority for and action on the complaints of the "disgruntled former employee" who alleged mishandling of abuse complaints? Until the Church can deal with such allegations in an open and impartial manner, the public will suspect a cover-up based on the bishops past performance.
