PRESBYTERI SACRA

Circular letter issued by the Sacred Congregation for the Clergy, explaining the function of priests' councils in a diocese or other ecclesiastical territory. After making clear that these councils are only consultative, and that a bishop alone administers the diocese, the document spells out various ways in which such councils can be of assistance to the ordinary of a diocese. (April 11, 1970).
