Logic question: How could Bishop Tobin, by writing a private letter in 2007, escalate a public dispute that began in October 2009?

Obviously he couldn't. But Kennedy knew whose side the press would be on and so he figured he would win. We can be grateful that he encountered one of our rare masculine bishops, who can dish it out as well as take it. Not every bishop is a mealy-mouthed mamby-pamby. Tobin proves it.
