In regard to any third party reporting systems, I think it needs to be clear if they distinguish between breaking a law and sin. For example, if the report to the hub is that a celibate minister is having consenting sexual relations with an adult would the reporting hub say, 'well that is not against the law' and so ignore it ? Second, I think it should be required that records be kept not only for all allegations but also for all notifications of church officials.
