Even tho it's been ~200 yr since science realized concentration is a critical component of toxicity, Bishops aren't scientists. They think, "Hg is Hg", so the form of Hg or a concentration of 1 ppm vs 1000 ppm probably makes no difference to them. FYI, Hg emissions are very low, but the significance of that is lost on them. They also don't realize that the original EPA decision was based on 1 lake & the assumption that a pregnant woman ate 500 pounds of fish per day from that one lake.
