Berlin: circumcision illegal under some circumstances

Two months after a German court banned infant circumcision, Berlin, one of the nation’s 16 states, has declared circumcision legal under certain circumstances.
According to the decision, circumcision is legal if performed by a doctor but illegal if performed by a mohel, who traditionally performs circumcisions on Jewish boys.
