Why the Holy See must have sovereignty over some territory

Irish columnist David Quinn reviews the reason why it is crucial for the Holy See to enjoy sovereign status, even over a tiny political entity like the Vatican city-state. Otherwise, he explains, a national government would have power to wield over the Church's decisions.
