Turley: Do you agree me, Father, that -- Bishop, that a minimum -- at a minimum, prudent and careful action at that time would have dictated that the administrator in charge of this institution at least open this suspect's file to see what is in it?

Grahmann: No, because I did not have that background information. The information I had was there was a policy of anyone staying at the rectory.

Turley: I guess that until you open the file, you're not likely to ever get that background --

Grahmann: That's correct.

Turley. -- information, are you?

Grahmann: But there was no reason for me to look in the file.
