blame the Pope (again)

 The World Bank admits that its programs to fight AIDS in Africa are mostly failures. Moreover the resources devoted to those failed efforts have crowded out support for other health programs, leaving Africans worse off than ever.

Now if Pope Benedict would just stop talking about AIDS, and let the World Bank experts do their work, we might see the same results in other regions, too.
