China: Bishop ordained with papal mandate

A 47-year-old priest has become the first bishop ordained in China since 2007. Bishop Paul Meng Qinglu, who is active in the government-approved Catholic Patriotic Association, has received a papal mandate for his ordination as Bishop of Hohhot, a city of 2.6 million in the northern Chinese region of Inner Mongolia.
