Filipino bishop suggests ban on prostitution to curtail AIDS epidemic

Archbishop Oscar Cruz has suggested that an effective ban on prostitution would be more effective than condom giveaways in curbing the spread of AIDS. The retired Archbishop of Lingayen-Dagupan chided the country's health secretary, Esperanza Cabral, for suggesting that Church opposition to condom use was increasing the incidence of AIDS.
