Cuban Church, Castro government negotiating new accord

The Castro government has opened negotiations with Church leaders in Cuba, aiming to establish a formal understanding of the legal and economic rights of Catholic institutions. There has been no legal definition of the Church's role in Cuba since Fidel Castro came to power in 1959.
