Pope reminds Roman Curia: rules on staff hiring, salaries remain in effect

Pope Francis has reminded officials of the Roman Curia that rules on the hiring and compensation of staff remain in effect, even as changes are taking place in the responsibilities of several dicasteries.
In a letter to Cardinal Pietro Parolin, the Secretary of State, which was made public on October 27, the Pontiff said that rules established by Pope John Paul II in the apostolic constitution Pastor Bonus remain in force during the current period of transition.
Citing “certain problems” on which “I intend to take prompt action,” the Pope said that existing rules for recruitment and hiring of lay staff “be scrupulously observed.” All new hiring and staff transfers must be approved by the Secretary of State, and salaries must be in line with existing Vatican guidelines.
Pope Francis asked the Secretary of State to relay his concern to all leaders of the Roman Curia. The regulations, he said, apply to the Governorate of the Vatican city-state, but not to the Vatican bank, the Institute for Religious Works.
