Archbishop Thomas Wenski, chairman of the United States Conference of Catholic Bishops’ Committee on Domestic Justice and Human Development, and Sister Donna Markham, president of Catholic Charities USA, have called upon members of Congress to support the Second Chance Reauthorization Act.
The legislation “supports much needed programs in government agencies and nonprofit organizations that provide employment assistance, substance abuse treatment, housing, family programming, mentoring, victim support and other services to individuals returning to the community from prison or jail,” Archbishop Wenski and Sister Markham said in a July 8 letter.
The legislation is sponsored by Sen. Rob Portman (R-OH) and cosponsored by Senators Patrick Leahy (D-VT) and Marco Rubio (R-FL).
