Spanish premier withdraws abortion-reform legislation, citing lack of support

Spanish Prime Minister Mariano Rajoy has withdrawn a proposal that would have placed restrictions on abortion, explaining that the government had found a "lack of sufficient consensus" to enact the legislation.

The Spanish premier had sought to make abortion illegal in most circumstances, reversing legislation put in place by the previous Socialist government. But although his Patrido Popular government won a preliminary skirmish in parliament earlier this year, he concluded that he did not have the support he needed for the measure.

Prime Minister Rajoy said that he still intended to introduce a "Family Protection Plan" this year. That plan would alter some abortion-related regulations-- among other things, requiring that 16- and 17-year-old girls would need parental permission for abortions.
