Cardinals discussing mergers of pontifical councils, creation of new congregations?

As the Council of Cardinals holds its 6th meeting (see today’s separate CWN headline story), Andrea Tornielli of La Stampa writes that the discussions will focus on proposals to reorganize the Roman Curia, merging existing pontifical councils into new dicasteries.

One suggestion, Tornielli writes, would be to combine the Pontifical Council for the Family and the Pontifical Council for the Laity into a new Congregation for the Laity. Another merger might roll the Pontifical Council for Justice and Peace, the Pontifical Council for Migrants, and the pontifical charity Cor Unum into a single body dedicated to Catholic social doctrine.
