VICAR APOSTOLIC
A delegate to a titular see, having episcopal consecration, appointed by the Holy See to govern in territories where the ordinary hierarchy is not established. Vicars apostolic have the same powers as bishops and are generally conceded special privileges because of the extraordinary situation in which they exercise their ministry.
