A circular letter issued by the Sacred Congregation for the Clergy, sent to the heads of episcopal conferences, on the formation of the clergy. Three aspects of priestly formation are attended to: the spiritual, intellectual, and pastoral. One of the main concerns is the phenomenon that "Young priests often find it difficult to preserve in its fullness the deposit of faith which Jesus has committed to the Church." Twenty-six norms for training and maintaining the clergy in their loyalty to the Church are specified in detail (November 4, 1969).
