ALLOCUTION
Solemn form of address delivered by the pope to the cardinals in private consistory on a matter of importance. If it is considered of general interest to the faithful, it may later be published. (Etym. Latin al-, to + locutio, a speaking: allocutio, a speaking, an address.)
