Delegating is an essential management tool. If your chancery's Secret Archives Staff could use a quick review of how it works, a Workshop could easily by arranged with a facilitator who's tanned, rested, ready and knows the subject backwards and forwards.

When policies designed for legitimate confidentiality and healing are themselves abused for the sake of criminal negligence and obstruction of justice who can really blame the world at large when they characterize us (the church) as treacherous criminals.
