Preventing child abuse

Today's Vatican document reads: "Allowing children to be adopted by persons living in such unions would actually mean doing violence to these children..."
So let's say-- just hypothetically, you understand-- that Church leaders were putting together a Charter for the Protection of Children. Wouldn't it be essential to include a clear statement of opposition to homosexual adoption, and a pastoral plan to curtail that practice?
