How's this for "safe sex?"

In an AP story on President Bush's visit to Uganda, we find this head-scratcher:
Bush's own five-year, $15 billion AIDS plan is modeled after a program in Uganda, which stresses abstinence, monogamy, and condom use.
Really? All three?
The fact is that Uganda's program-- the only successful anti-AIDS effort in Africa-- stresses abstinence outside marriage. But American observers have been so thoroughly brainwashed that they toss in the ritual mention of "condom use" even when it makes the sentence nonsensical.
